I added the module to install Kjournald just in case you may find a graphical tool more user-friendly.
BTW if you prefer to install it from console type:
sudo dnf --refresh install kjournald

That didn’t work for me. But this did:
sudo dnf --refresh install plasma6-kjournald.x86_64
I am running KDE Plasma 6.3.4 not 5.x
Plasma5 has been dropped from the repository. To reflect this all packages have had the “plasma6-” prefix removed. You should see this change with the next update. Rome will update soon, Rock will have to wait a bit longer for the next point release.

Now
both command and install from om-welcome should work also in ROME
