Not missing. It is in non-free repository. So first enable non-free repository and then install it via:
sudo dnf install get-skypeforlinux

I have installed now get-skypeforlinux. But I can’t work with it.
After start only an Icon in the Tray and than nothing.
What should I do now?

I can’t confirm this.
Well, we not build skype, because skype is a proprietary software. We only provide script that downloading in “live” rpm package from Microsoft website and then installing it. So if you have any issue with it - I think this is upstream issue.
But we can look at it.
Run skype from terminal (konsole) and check if anythings is wrong,
BTW. proof that skype work for me on OpenMandriva Cooke with Gnome de.

No, I have my OpenManriva LX 4.0 in a VirtualBox running.
Perhaps this is the reason?

No. Tested lx 4.0 rock on VB and Skype also works fine.
I build new version Skype. It is available in Cooker and 4.0. In 4.0 is in non-free/testing repo. So please remove all skype from your os and then enable non-free testing repo and try install it again.

‘skypeforlinux’ works now well.
But after

with over thousand updated packages I can’t start the LXQt-Desktop.

I think this would do it:
$ sudo dnf install package_name --enablerepo=rock-testing-x86_64-non-free
Post-edit: But your system is probably ruined because you have a Cooker repo enabled along with 8 repos from Rock release.

Perhaps is the activation of Cooker instead of Rock in repo-picker a solution?
The management of Update Channels: Cooker (Unstable), Rolling, Rock (Stable), Release (Stable) is very complicated.

So you are saying that pick one and use only that one is complicated? No it isn’t. What could be more simple. Use only one.
That sounds like a very bad idea. Cooker is for developers to do work. Not for users at all.
We recommend a fresh install because that is the fastest and easiest way to fix this type of issue.
