OK to upgrade OM Lx 4.0 or Cooker now

Qt5 packages being updated. If you upgrade before all are uploaded it will break Plasma desktop and KDE applications won’t work.

If you did happen to upgrade as I did on a few systems just wait until all the packages are uploaded and upgrade again and problem should be fixed.

(completely lost since ABS has been down).
