Tool-bar problem:
When I select a tool-bar item “File Edit View Insert …” to open the drop-down menu the tool-bar item becomes invisible when the drop-down menu opens.
Using the UP/DOWN arrows in the Paragraph pop-up window to adjust one of the paragraph settings makes that setting unreadable.
Example: Using the up/down arrows to adjust the Indent Before text: setting in the Outline & Numbering tab, makes this setting result unreadable. The setting result becomes readable again when highlighted with the mouse.
An unsophisticated answer is to use a theme other than Breeze. Maybe if you change theme to something else and ‘Apply’ then change back to Breeze and ‘Apply’ it also corrects this?
Difficult thing, I played a little bit with the System Settings : Appearance : Workspace Theme : Look And Feel settings but didn’t get good results.
Can you be a little bit more specific in explaining how you solved it. Playing with the themes can be very frustrating because by solving a problem you can create a lot of other problems.
OK, glad I asked because I thought you were talking about something entirely different. As to what you show here I see the same so I can only confirm and suggest to file a bug report. You might want to check upstream and see if any of this is already reported with LibreOffice.
I got a similar issues some time ago with 2014 and I temporary solved by changing the LibreOffice theme with another one. After some times I restored the previous theme and since then all had worked fine. Maybe the theme you are using has a bug.
I searched the net for LibreOffice issues but could not find any related stuff. Then I remembered reading an article about AppImages. The people who create these AppImages are packing all the needed stuff to run a Linux application in a special format. You have to download the .AppImage file related to your application and double click it to run it. The application will mount a local environment and run in it.
I downloaded LibreOffice-5.3.0-x86_64.AppImage from https://dl.bintray.com/probono/AppImages/ on a memory stick and started the program in the old OpenMandrivaLx.2014.2-KDE4.x86_64 environment which gave no problems and on the new OpenMandrivaLx.3.01-PLASMA.x86_64 environment which also produced the above described problems.
I think it is reasonably to conclude that the problems are related to the kde windows environment.

You solved the problem by changing the LibreOffice theme. Can you explain how this is done.
Simple install another LibreOffice theme from mcc and then remove the old one. For example in he case your actual theme is libreoffice-style-galaxy and you’d like to switch to libreoffice-style-oxygen:
I installed each of the available libreoffice styles in MCC in sequence but no success.
I also played with the color scheme settings, some of them solved the disappearing tool-bar menu’s but couldn’t fix the paragraph problem.
