at start with only commands dnf ,
i cant enable any repo , config-manager is not recognize
with OM-Control-Center , i add repo without error
$ sudo dnf --refresh install dnf-plugins-core

it was before topic on different repo
can be a nightmare with rpmi dnf yum and all kind for this
- if you go with omvl4 with dnf , dnfdragora & dnf have to use Same REPO
i have solved by modifying with this
