Creating a fake package for vanilla TeXLive installed from CTAN source

Though TeXLive is packaged in OpenMandriva, I wish to use the “vanilla” installation from CTAN (the original source / upstream) as I have done that for years on other Linux distros (mainly Debian).

However, since texlive is a dependency for many other packages, there is a documented method of creating a dummy .deb package for Debian (see: Integrating vanilla TeX Live with Debian on TeXLive - Debian Wiki) that works perfectly. Essentially, the idea is to trick any subsequently installed packages into thinking that their installation prerequisites are already met.

I wish to know the method of developing something similar for OpenMandriva. My decision to move from Debian to OpenMandriva represents a return to rpm-based distros after a gap of nearly 20 years, so I am more than a little rusty.
