You don’t tell us how you are trying to update the system.

Also useful to specify which ISO you installed, downloaded from where (ROME 24.07? - from SourceForge?)

Try upgrade again with:

sudo dnf clean all ; dnf clean all ; dnf repolist
sudo dnf --refresh --allowerasing distro-sync 2>&1 | tee dsync-log.txt

and attach here the full dsync-log.txt file.
