fcitx is not installed by default, you will need to install it.
My guess is developers thought there was no reason to put these packages on everyone’s system when only a small number of users need them.
Open Konsole and copy and paste the following command:
$ sudo dnf install fcitx
I’m not knowledgeable on this subject and don’t know if you’ll need to reboot (probably) and don’t know if this is all you’ll need for whatever language you are trying to use.
